Steve brings a wealth of knowledge and experience to the Constantinople and Vallone team. Prior to joining the C & V team, Steve was the Deputy Director of State Legislative Affairs for the Office of the Mayor, City of New York. As part of Mayor Bloomberg’s Albany team, he worked to advance the City’s legislative agenda, while serving as a resource for state legislators and staff seeking assistance from the administration. Steve’s agency and policy areas included the Office of Management and Budget, Finance, Education, Housing, Labor Relations and Sanitation.

Steve also served in the Executive Chamber during the administration of Governor George E. Pataki. As Assistant Secretary to the Governor for Education and the Arts Steve worked directly under the First Deputy Secretary and Special Policy Advisor to the Governor. In this role he served as one of the Governor’s key policy advisors and negotiators for Economic Development, Education, Higher Education issues. He worked closely with the Division of the Budget and key legislative staff negotiating the State Budget and other significant pieces of legislation.

Steve also served as the Director of Public Affairs for the Assembly Minority Conference, coordinating public and press events for Assembly Minority Leader John Faso and Assembly Members across the state.

Steve’s background in education policy also includes several years serving school board members from across the state as the Director of Government Relations for the New York State School Boards Association; as well two positions appointed by Governor Pataki, the Executive Director of the Governor’s Task Force on School Violence and as the Deputy Director of the Commission on Education Reform (Chaired by Frank Zarb and appointed after the State lost the Campaign for Fiscal Equity V. New York State school funding lawsuit.)

Steve has also worked in the non-profit world as staff and as a member of the board of directors. Both as an intern and as a legislative associate, Steve worked for the Partnership for New York City. From 2008 through 2014, Steve served as a member of the board of director for the New York State Conference of Mayors and the New York State Association of Counties representing New York City.

Steve is a graduate of the State University of New York at Albany.
